What are the Hawaii Quarantine Laws and Policies?

Are you considering moving to Hawaii? The rules of bringing your pets are different from those of other states and countries. Hawaii is one of the few places in the world without rabies. This results in the Hawaii Quarantine policy being strict and includes a thorough screening processes of animals coming to the islands. Moving to Hawaii with your pet can be a daunting task. Below is some helpful information to help guide you through this process.

Hawaii's Animal Quarantine Law Protects You

Hawaii’s Animal Quarantine Law is put in place to protect the residents and pets from rabies that could be brought in by imported cats and dogs. Regardless of age, all cats and dogs must comply with Hawaii’s requirements. The quarantine process may take up to 120 days to clear your pets. Please ensure that you have fulfilled all the necessary requirements to aid in shortening the quarantine time.

Pets Eligible for Hawaii's 5 Day or Less Quarantine

Under Chapter 4-29, Hawaii Administrative Rules states that dogs and cats that meet the certain pre - and post - requirements upon arrival may qualify for the 5-day-or-less quarantine program. All other dogs and cats that do not meet the 5-day-or-less program will have to be quarantined up to 120 days.

Some of the requirements of the 5-day-or-less program include the following:

  • Having Rabies Vaccinations
  • Microchipping
  • OIE-FAVN Rabies Blood Test
  • Completing the 120 day waiting period prior to arrival
  • Having all necessary documents
  • Submitting all necessary documents

The Animal Quarantine Law stipulates that pet owners are solely responsible for transporting pets released from the Airport Animal Quarantine Holding Facility. Pets are not allowed to be released from their transport crates while still on airport property. Once leaving the airport premise, the pet must still be in its transport cage while being loaded into the vehicle. This means that the vehicle must be large enough to accommodate the transport crate.

Please note that the Hawaii Department of Agriculture’s Plant Quarantine Branch strictly prohibits non-domesticated animals from entering Hawaii. These include, but aren’t limited to, alligators, wolves, Dingo, Bengals, and Savannahs, hamsters, snakes, and snapping turtles. Be sure to read more on the Hawaii government website.

Exceptions to the Quarantine Law

Guide dogs for the blind and certified service dogs for the disabled. Guide and service dogs must complete pre shipment requirements including having a current rabies vaccination.

Guide dogs or service dogs can be exempted from the quarantine law so long as they meet the following requirements: 

  • Have current rabies requirements
  • Dogs having passed one OIE-FAVN test after age of age with a level of 0.5 I.U. rabies antibody or greater. Laboratories will not perform the tests unless the microchip number accompanies the test request form. A passing test result is valid for three years.
  • The dog must have a standing health certificate clearing the dog was treated with a product labeled to kill ticks. The certificate must not be more than 30 days old prior to arrival.
  • A list of tasks the dog has been trained to do needs to be disclosed.
  • The service dog must be traveling with the user upon arrival in Hawaii.
